/msg Q CHANFLAGS #channel [flags]

———› Details:
Change/view the flags on a channel.They are specified in the normal way - e.g. +f-b and so on.
The flags are as follows:
/msg Q CHANFLAGS #channel View the flags on the channel.
/msg Q CHANFLAGS #channel +-flag Change the flags on the channel.
+b - Bitch
Prevents anyone who hasn't got operator privs on the channel from getting OP.
+c - Channel-limit
Activate channel-limit protection. - Set parameters with AUTOLIMIT command.
+f - Force topic
Prevent people change the topic with /topic command - SETTOPIC is needed
+k - Force key
Set a key permanent on the channel. - Set the key with the KEY command.
+l - Force limit
Set a limit permanent on the channel. - Set the limit with the LIMIT command.
+p - Protect opers
Prevent people who have with OP privs on the channel from being deopped.
+t - Topic save
Allow Q to set the topic if Q is restarted.
+w - Welcome message
Send a welcome message (set by WELCOME) to all joining users.

Q has changed recently so inorder to add a owner u do /msg Q giveowner #channel nick
Once you do that it tells you to do something. You do what it told you to do then you have the other owner set in the channel.
