/msg Q CHANLEV #chan Dump all users on the channel.
/msg Q CHANLEV #chan nick View a user's flags (if authed)
/msg Q CHANLEV #chan #nick View a user's flags (if not authed)
/msg Q CHANLEV #chan nick +-flag Change a user's flags on the channel.
Rights available are:-
+a = autoop/autovoice on join.
+b = banned. (Only works if they've AUTH'd.)
+m = master. (Can make opers.)
+n = owner. (Can make masters.)
+o = op.
+v = voice.
+t = can set topic.
